oakctl failed to update

I tried to update my device's OS with the most modern oakctl (I ran oakctl self-update immediately beforehand), but I received an error that it could not send a request to download the newest firmware. oakctl version returns 0.15.1.

This looks like your PC didn’t have access to the URL.
Is the PC online?
Could you try pasting the URL into your browser to see if the download starts?
