setIspScale doesn't seem to be available as an ImageManipConfig message.
Is there a way to change the scale from a script, eg to go from 4K to 1152x648 which preserves aspect ratio?
I guess I could use Resize as an inputConfig message to the cameraControl, but is it equivalent in terms of image quality and processing time?

ImgManip has setResize(), which should be similar to setIspScale, if you scale from supported resolutions which allow for hardware acceleration ( Otherwise it will be slower I think.
